Renovating in Ellicott City's historic district: debris and dumpster rules
Exterior changes in the Ellicott City Historic District need a Certificate of Approval from Howard County's Historic Preservation Commission, and applications are due 22 days before the monthly meeting. Interior demo debris still needs a plan: Howard zoning caps dumpsters at 8 by 16 by 8 feet for 60 days, and Alpha Ridge charges $106 a ton for C&D.
Key takeaways
- Exterior changes need a Certificate of Approval; apply 22 days before the HPC meeting.
- In-kind replacement may not need one, as the HPC noted in a November 2025 case.
- Historic tax credit: 25% of eligible costs, with at least $500 in expenses.
- Howard dumpsters: max 8×16×8 ft, 60 days.
- Alpha Ridge C&D: $106/ton, plus a 2.45% card fee; Howard waste only.
What work needs historic district approval?
Exterior changes to a property in the Ellicott City Historic District need a Certificate of Approval from the Howard County Historic Preservation Commission (HPC).
The HPC reviews proposed exterior alterations and decides under Title 16, Subtitle 6 of the Howard County Code. Think windows, doors, siding, roofing, porches, fences, signs and additions. Interior work is generally outside its review, but a gut renovation often ends up touching the exterior: new windows, a new door, a vent, a roof patch.
Not every exterior job needs a full hearing. In a November 6, 2025 decision, the commission noted that an in-kind replacement of storefront wood didn't require a Certificate of Approval. Smaller changes can go through a minor-alteration path, where staff make a determination and post it for 5 days; if someone objects in writing, it goes to the full commission. Don't guess which path you're on. Call Planning and Zoning's Resource Conservation staff at 410-313-2350 before you order materials.
Bring photos of the current condition when you call. Staff can tell you much faster whether a door, window or siding swap is in-kind when they can see what's there now.
How long does approval take?
Plan on at least a month for a full Certificate of Approval: applications are due 22 days before the HPC's monthly meeting.
| Step | Timing | Detail |
|---|---|---|
| Talk to staff | Before you apply | DPZ Resource Conservation, 410-313-2350 |
| Submit application | By 5pm, 22 days before the meeting | 10 printed copies plus a PDF to preservation@howardcountymd.gov; photos, product sheets and plans |
| Minor alteration (if eligible) | 5-day website posting | Goes to the full commission if a written objection comes in |
| HPC meeting | Generally the first Thursday of the month, 7pm | Check the HPC schedule; dates can change |
Line up your debris plan around that calendar. There's no point having a trailer or dumpster on site before you know the exterior scope.

Check availabilityDumpster or trailer: which fits an Ellicott City job?
Howard County zoning allows a dumpster up to 8 by 16 by 8 feet for up to 60 days. On a tight lot, a dump trailer you fill and haul the same day is often easier.
Some older lots are small, with steep driveways or none at all. Before you pick, check:
- Where it will sit. A dumpster on your own driveway is one thing. If it or a trailer would sit on a public street or sidewalk, ask the county what's required first.
- How fast debris comes out. Demo done in a weekend suits a trailer. Debris trickling out over six weeks suits a dumpster.
- Exterior appearance. The HPC reviews exterior alterations; a temporary dumpster isn't an alteration, but ask staff if you're unsure.
A one-day trailer job often comes in $90 to $200 under a 15-yard dumpster; a dumpster wins for slow jobs or 3+ loads. Compare with the dumpster vs dump trailer calculator. For tight spots, the 6x12 dump is $119 a day ($126.14 with tax), and delivery in Howard is $75 each way ($79.50 with tax).
What about lead paint in an older house?
If you hire anyone to disturb paint in a home built before 1978, they must be EPA lead-safe certified. Homeowners working on their own home are exempt from that rule.
The EPA's Renovation, Repair and Painting Rule covers anyone paid to do work that disturbs paint in pre-1978 housing. The homeowner exemption doesn't apply if you rent out part of the home, run a child-care business in it, or are flipping it. Homes in a historic district often predate 1978, so assume old paint until tested. Keep dust down, bag paint chips and debris, and tarp the trailer load.
Where does Ellicott City renovation debris go?
To Howard County's Alpha Ridge Landfill at 2350 Marriottsville Rd, where trailer and rental loads are weighed as commercial and C&D runs $106 a ton.
- Card payments add a 2.45% fee.
- Only Howard County waste is accepted.
- Rental vehicles may need a special-exception form; the site may refuse soil or large concrete. Call 410-313-6444.
- Open Monday to Saturday. No county landfill in our area opens Sunday.
Landfill fees, hours and rules are set by each county or site and can change without notice. We don't control them; call the site before you go.
Example: a level 6x12 bed (4.44 yd³) of mixed demo at 417 to 484 lb per cubic yard is about 0.9 to 1.1 tons, or roughly $98 to $114 at $106 a ton before the card fee. If you're pulling old plaster, round up. Full site notes are on where to dump in Howard County, and how much debris a kitchen remodel makes helps size the job.
What order should I do things in?
Scope, approval, then demo and hauling, in that order.
- Call DPZ staff and confirm which exterior items need a Certificate of Approval.
- If you want the historic tax credit, apply for pre-approval with the same form. The 25% credit needs at least $500 in eligible expenses; new construction and interior finishes don't qualify.
- Test for lead if the house is pre-1978 and you're hiring out.
- Pick dumpster or trailer based on lot and pace.
- Demo, haul, keep scale tickets.

Do I need approval to paint my house?
Ask DPZ staff before you buy paint. Rules can differ for previously painted and unpainted surfaces.
Can I start interior demo before HPC approval?
Interior work is generally outside HPC review, but building permits may still apply. Confirm with the county before you start.
